Parliament to vote on legalisation of home-grown cannabis this month

Bill would allow adults to grow up to four plants and use cannabis products inside home

Luxembourg residents hoping to legally grow cannabis at home might not have to wait till after the elections, after Parliament on Tuesday announced it will vote before the end of the month on a bill calling for legalisation.

The law will “have to be debated and voted on in public session during the week of June 26”, an article on the Parliament’s website said.

The bill stipulates adults can legally grow up to four plants. The plants must not be visible from a public space and consumers must not use cannabis products outside their residence.

“It would be a question of making consumption safer and of sensitising both consumers and anyone else for the risks associated with it,” Justice Minister Sam Tanson said in an article on the Parliament’s website.

People who hold, transport or acquire cannabis products for their personal use would be allowed to carry up to three grams. Violators would risk a fine of €251 to €2,500.

Luxembourg took a first step toward legalising cannabis in June 2022. The government later launched a watered-down proposal that would decriminalise the drug and allow people to grow small amounts and consume them at home.

Two producers and 14 sales points would get the go-ahead across the country under the new plans, LSAP deputy Mars di Bartolomeo said in April.

Luxembourg's plans were thrown into question in March after the country's State Council said the proposals would breach international law.

The Grand Duchy has signed three UN treaties which state that countries must pursue policies to fight consumption and trafficking of illegal drugs, including cannabis.
